How to become a member?

What is CESA's purpose?

To minimize its members' net cost of workers compensation insurance. CESA uses strict underwriting guidelines in accepting new members, and through safety services and monitoring of claims, tries to assist its members in reducing losses.

How does CESA minimize its members' net cost of workers compensation insurance?

This is accomplished in two ways: Loss Control and Group Purchasing Discounts.

  • Loss Control   
    • CESA makes available the total services and products of the State Compensation Insurance Fund designed to minimize losses. They include:
      • Safety engineering,
      • Loss control programs,
      • Safety manuals, posters and films,
      • Loss control lectures and seminars, and
      • Superior adjustment of losses.

    • In addition, CESA provides additional safety services to its members including:
      • Safety articles and newsletters,
      • Availability of a CESA safety contact for workers compensation or general safety questions
      • Safety consulting services
      • Claims review by CESA and State Fund group representatives

  • Group Purchasing Discount
    • CESA's partners receive a 6% Premium Discount from SCIF in addition to discounts that they may qualify for based on their experience modification, size and other underwriting factors.
What is CESA's organization and history?

CESA was founded by David Edelman, CPA in 1980 and was originally organized as a California limited partnership. Following David’s untimely death in 2006, CESA continues to be managed by Hannah Edelman (David’s wife) and Stewart Edelman, CPA (their son). Since 2007, CESA has re-organized as a general membership group. CESA is open to convalescent homes or hospitals (governing class 8829) and residential care facilities (governing class 9070).  At least 75% of payroll must fall under one of the two classifications and members must be insured through the State Fund.

What is the cost of membership?

The cost of membership is $50 per insured entity per year.

Is CESA liable for the unpaid premiums of its members?

No. Legislation, that became effective January 1, 1991 makes a safety group no longer liable for the unpaid premiums of its members.

If I am unhappy am I free to leave the CESA program?

Yes.  You may resign from the CESA program at any time without penalty.  However, if you terminate your policy with the State Fund before the end of a policy year your workers compensation insurance premium will be calculated by State Fund using the short rate table, which is higher than it would be if it were calculated pro rata. 

What are CESA’s Eligibility Criteria?
  • CESA services convalescent homes or hospitals (governing class 8829), and residential care facilities (governing class 9070). At least 75% of payroll must fall under one of the two classifications.
  • Minimum annual premium: $2,000
  • Underwriting: All accounts with an ex-mod above 100% or previous year’s losses above a 50% loss ratio, require State Fund group underwriting approval. Contact the State Fund Group Representatives at  1-800-252-0419 for current guidelines.
  • The participant must agree to the rules and regulations of the group program
  • The participant must cooperate with all safety efforts put forth on behalf of CESA and/or the designated State Fund Loss Control Representative
